silverwind 42d294941c Replace CSRF cookie with CrossOriginProtection (#36183) ...

Removes the CSRF cookie in favor of
[`CrossOriginProtection`](https://pkg.go.dev/net/http#CrossOriginProtection)
which relies purely on HTTP headers.
